Organisation of the German coastal defence according to the Dutch magazine Marineblad dated 1911-1912 no. 4

An item reported that the German coastal defence was a reasonability of the department of war except for Kiel and Wilhemshafen which with the fortifications at the entrances to the Elbe and Weser rivers and on Heligoland were a responsibility of the navy. The command was in peace similar to the one in time of war
