An item referred to the Proceedings dated October 1935 reporting that the Spanish minister of navy handed over to the Cortez a law asking 13 million pound sterling for an ambitious program. Within 5 years the budget was to be spent in building 10-400 ton submarines, 12-800 ton torpedo boats, 12-200 motor boats, 20 fast 20 ton motorboats, 12-500 ton lighters, 8 minesweepers, 3 tugs and 2 minelayers. The main reason for the program was the defence of the Baleares.
