France needed to built large number of armoured cruisers according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1905 no. 2

An item reported that the French financial reporter M. Charles Bos suggested the building of 9 large and 6 smaller armoured cruisers. The new ships were to unite the characteristics of battleships and armoured cruisers although with a weaker armour than battleships. The speed was to be 23-24 knots and the main armament 24cm guns without a medium armament. Analogy between the ships was of the utmost importance to make it possible to exchange guns and other parts. Further more needed the French navy to built smaller vessels especially destroyers and submarines. Destroyers were of large importance in a surfaced torpedo war, something the British much earlier realized.
