Cape Colony not presenting battleship to England according to the Dutch newspaper Algemeen Handelsblad dated 17 July 1897

An item dated Pretoria 15 July reporting that the newspapers published in the Cape Colony doubted if sir Georg Sprigg (1) was authorized to present the British cabinet a battleship on behalf of the colony. They thought that the minister of navy Goshen (2)misunderstood the intention of the statement of the prime minister.
