American naval attaché at Moscow, Russia reported in June 1942 referred to a British officer who recently stayed at Baku [Azerbaijan] and sighted 4 small Russian destroyers around 700 tons each. Other British observers reported that the Caspian Sea Flotilla included 12 sloops, around 3 gunboats and at least 1 submarine.
