An item reported that of the total costs to spent on the air force 50% was to be paid out of the British naval budget, the other 50% out of the budget for war. For the naval base Cromarty, Scotland was an unusual craft to be built with a length of 450 feet and 190 feet and square ends. She was in such a manner fitted out that she could be used for all kind of repairs which none docking was required. The hull was divided in watertight compartments to be used as coal bunkers if required and she could offer accommodation for 136 persons. She was not fitted out with steam power.
