All US Navy ships in European waters during the First World War also used as training ships

An item reported that in the First World War the US Navy used all of her ships active in European waters to train new personnel. She was forced to do so while her personnel strength expanded in such manner that the regular training facilities were shortcoming. This was especially in  the case for the destroyers and an efficient crewing of new construction.
