Admiral Langley asked for a strong United States Navy according to the Dutch newspaper Het Vaderland: staat- en letterkundig nieuwsblad morning edition dated 3 February 1938
Admiral Langley stated during when he appeared as a witness before the fleet commissioned that the United States was not interested in or planned combined operations with other countries in a eventual war. He defended the American naval shipbuilding program and that is was justified to keep the naval strength in a 5:5:ratio. He didn’t agree with the opinions of others that an increase of the fleet caused a radical change of the American foreign policy.
