American shipyards not able to built large submarines with the requested specifications according to the Dutch magazine Marineblad dated 1916-1917 no. 3

An item referred to the magazine Shipping Illustrated reporting that the two large submarines with a speed of 25 miles for which the Congress in the past a budget approved without a navy request (!) caused unexpectedly problems. None of the shipyards which were asked to sent tenders for such submarines responded except for the Electric Boat Company. However the latter would guarantee a maximum speed of 20 miles but refused to execute a trial during more as a part of a hour. The only solution was to use steam engines against something the navy seriously objected. The Congress was now asked for a decision how to proceed further.
