An item referred to the magazine Proc. dated December 1932 reporting that the Russian Baltic and Black Sea fleets were refitted and completed full manoeuvres. Voroshiloff, commissar for war and navy stated that the tactical efficiency and gunnery were equalling the other navies.(1) Except for smaller vessels, submarines, torpedo boats and small coast guard cruisers was there hardly any new building. The gunboat flotillas in the Caspian Sea and the rivers Amur and Sungari were on the other hand largely increased.
