US navy commissioning submarine Cape May Harbor according to the Dutch magazine Marineblad dated 1916-1917 no. 7

An item reported that on 4 July Cape May Harbor [New Jersey] was officially taken into service as submarine base. The intention was to found a second one at New London with the main purpose training of submarine officers.
