The Japanese naval budget for 1913 according to the Dutch magazine Marineblad 1912-1913 no. 7

An item reported that the Japanese budget for 1913 stated that the building of 13 capital ships was needed of which every year two were to be laid down. This program consisted of 7 super dreadnoughts and 6 battle cruisers; 5 dreadnoughts were to be built by the Japanese navy shipyards, the other two abroad. The battle cruisers were to be built by Japanese and commercial shipyards.
