An

17 April reported that the Japanese cabinet ordered that merchant ships from 1
May on were to be armed with anti aircraft guns and that cooperation between
the ships at full sea and the naval and army air defence was to be improved.
The measure was taken to protect the Japanese merchant navy against air
attacks.
