An item reported that the French minister of navy ordered to execute the shipbuilding program as fast as possible and for which the newest naval budget supplied the necessary money. At Toulon was the armoured cruiser Victor Hogue of 12.500 tons and as dimensions 146,5 x 21,40 metres to be laid down. She was to be armed with 4-19,4cm guns, 16-16,4cm guns, 22-4,7cm guns, 2-3,7cm gun and 5 torpedo launchers (of which 2 were to be submerged). The armour consisted of a 17cm thick belt, between decks and the bow protected by 5,6cm and the two bridges by 6,5cm. The main guns were protected by 20cm, the other guns by 12-14cm. Horsepower 27.500 hp. With a crew numbering 728 men (included 38 officers). Building costs 29.248.500 francs. There were 10 destroyers of the same design to be built. Building costs each 1.700.000 francs. Displacement 303 tons. Speed 28 knots. With a crew numbering 48 men (included 4 officers). Armament consisting of 1-6,5cm gun, 6-4,7cm guns and 2 surfaced torpedo launchers. At private yards were 11-87 ton torpedo boats with a speed of 24 knots to be built. At that moment was the building of 3 submarines going on all of a different design. Their building was to be considered as experimental and for this reason were the subs not added to the effective service. Another 20 submarines were to be laid down on short notice and which were of a tested and approved design. Further more were 14 submarines commissioned or still on stocks of which were 4 were tested and 2 nearly completed.
