An item reported that despite the speech of Stolypin and all expectations the Doema refused to approve the budget for new building of battleships in 1908. The budget for ships being built, for guns, torpedo boats, submarines and naval bases was approved. An import decision was that a regular renewing of the fleet not possible was if not the department of navy was reformed and a shipbuilding program for several years was approved.
