A commissioned established by order of the Dutch minister of navy dated 29 May 1920 investigated the naval needs for defending the Netherlands and the Dutch East Indies. Except for the numbers the commission mentioned also the major demands for each type of vessel.
The commission suggested a needed number of four submarine-minelayers of which two were to be built within 6 years. Building costs 11 million Dutch guilders. With a surfaced displacement of 800 ton. Speed 15 miles while surfaced to be continued for a longer time. The armament consisted of just torpedo tubes and she was to take 40 mines with her dry stored.
In the Dutch navy was at hat moment just one submarine layer available, which was a former German submarine seized during the First World War. Despite investigations shortly after the war none new submarine layer was built by the Royal Netherlands Navy until the thirties. The major Dutch shipyard for submarine building, the Kon. Mij. De Schelde at Vlissingen, Netherlands developed her own type of such submarine which however was not taken into production.
