France needed to have a navy according to the Dutch magazine Marineblad dated 1926 no. 3

An item reported that the French naval budget was approved by the Senate after a explanation by minister of marine Leygues.(1) Het pointed out that the naval budget before the First World War was 578 million and nowadays 1.400 million in stead of the more acceptable 350 million. He defended the use of submarine but how she was used as weapon. France needed a navy in his opinion because of her colonies and as naval defence. He did not expect another war but the ocean was nobody’s property but free to use by everyone.
