German navy asked for an extra ordinary budget according to the Dutch magazine Marineblad dated 1897-1898 no. 5

An item referred to the magazine Le Yacht reporting that a new proposal for an extra ordinary naval budget was to be discussed in the German parliament when the meetings were started again. The proposal was a result of the recently replacement of the minister of navy.
