An item reported that Russia ordered the building of 11 destroyers of the Grosovoi en Vlastni designs at Le Havre, France. Eight were to be built by the Société des Forges et Chantiers, (4 at La Seyne, 4 at Graville), the remaining 3 by Normand. De building was immediately started and the destroyers were to be delivered within 15 months.
