The Polish navy according to the Dutch newspaper Nieuwe Rotterdamsche Courant morning edition dated 22 November 1921

According to a tiding dated Gdansk 17 November possessed Polen all ready a fleet mostly consisting of former German warships but was she lacking an own naval department. The navy was controlled by the department of war which was more interested in territory defence. However the Polish cabinet decided to create an autonomous naval department but this decision was yet not officially announced. The semi official newspaper Kurjer Poranny wrote that Polen needed a strong Baltic fleet regarded what happened in the past and that by a continuous controlling by the department of war and if the national finances allowed it the existing navy with her 14 ships would develop in a proper manner.
