Portuguese naval shipbuilding program according to the Dutch newspaper Nieuwe Tilburgsche Courant dated 21 June 1907

The Portuguese king signed a decision permitting the minister of navy a budget of 10.000.000 mark for buying ships needed for the coastal defence. This new material was to consist of 6 torpedo boats, 2 submarines of the Holland type and one mine vessel (layer of sweeper?). British and German shipbuilders were negotiating at Lisbon to obtain the contracts for the building of these units.
