Romania and the Russian Black Sea Fleet according to the Dutch newspaper Het Vader land morning edition dated 1 August 1930

The Romanian newspapers were deeply concerned that the balance in the Black Sea was disturbed caused by the strengthening of the Russian fleet in that area. Even was suggested to found a league of riparian countries against Russia however forgetting that Turkey was an ally of Russia and the extra ordinary position of Bulgaria. The newspaper Universul said that Romania had to act independent and that all ready an year later this all had been a discussion started by prince Nicolaas then regent. Plans were to made to investigate the possibility of founding a naval base at Constanza. Some time ago ordered the cabinet according to this newspaper a extra ordinary commission to made plans for the base at the Soeitgiol lake near Constanza, damming the seacoast and to dig a channel between the lake and the Black Sea. Member of this commission were the British admiral Henderson, the Dutch engineer Van Konijnenburg (1) and the Romanian engineer Vidrasco. Costs of the project were several billions lei and the activities were to start in next spring.
