The Chinese government ordered the building of two cruisers each of 2,400 tons in England and a similar one in the USA, two gunboats each of 1,000 tons in Japan, a 450 tons torpedo boat in Germany, a 400 tons torpedo boat in Austria and two river gunboats each of 140 tons in Germany. Except for the river of which was to be armed with Krupp guns and the other with Skoda guns and the American built cruiser with Hotchkiss guns were all new ships to be armed with Armstrong guns as was advices by admiral Sah.
