Launched in 1911 at Sasebo, Japan as the Japanese Toba and later renamed as the Chinese Yang Ch’i. With a displacement of 215 tons were her dimensions 180 x 27 x 2½ (mean)-4 (maximum) feet, The two shaft triple expansion engines and the two Kampen boilers supplied 900 ihp allowing a speed of 9 knots while she had a coal bunker capacity of 80 tons. Her crew numbered 86 men and her armament consisted of 3-3” guns, 3-2,5cm anti aircraft guns and 2 machineguns.
