British journalist White suggesting improvements in the Royal British navy according to the Dutch newspaper Vlissingse Courant dated 2 December 1901

An item referred to the British newspaper Evening News which discussed a study made by sir Arnold White dealing with the British naval policy.(1) He suggested several improvements, namely
1.England needed to have a navy 2,5 times the strength of any possible opponent
2. The British navy was continuously available for actions
3. The artillery of the ships had to be improved
4. The admirals were to retire on a younger age as now was suitable
5. Ships which were commissioned but which were useless in times of war and expensive in times of peace were to be sold or breaking up
6. The navy was to be reorganized instead of maintaining the nine squadrons
7. The political element in the Admiralty was to be avoided
8. The building of twelve new armoured capital ships, sixty cruisers and fifty destroyers.

Note
1. This be the British journalist Arnold Henry White (1 February 1848-5 February 1925) who visited in 1900 the British Mediterranean Fleet and later wrote an article suggesting an British attack in advance on the German fleet lying in her harbours would avoid future problems.
