An item dated London 19 March referred to the British newspaper Times which received tidings from Tokyo dealing with the Japanese attitude concerning the Naval Conference. The Department of navy and the Admiralty decided to advice the cabinet to decline the American proposal as unsatisfactory. The experts demanded a strength of 70% of 10.000 tons cruisers and a proportionate strength of submarines. It was expected that nest Saturday evening the cabinet would decided.
