London, 28 August. According to letters from the West Indies which were received yesterday sent the United States the representative Irvine or Irving to Caracas to consult the Independents. He arrived with the corvette Hornet at St. Barthlemy and was allowed by Brion to continue his voyage. Brion himself seemed to have departed to New York where they were building a frigate for him.
