An item referred to the magazine R.M. dated April 1936 which reported that in 1935 it was succeeded to man the US navy to a level of 81% of the war strength. The minister of navy was far from content with this percentage. In his opinion was for the battleships at least a minimum of 85% a necessity to prevent that the national security was threatened.
