US Navy shipbuilding program limited by US Congress according to the Dutch magazine Marineblad 1912-1913 no. 9

An item reported that despite all her efforts the cabinet did not succeed in obtaining permission to built two battleships. Although the Senate approved the building was this refused by the House of Representatives. However Senate and House decided to make a compromise allowing the building of a battleship, six destroyers, 1 tender for submarines and 2 tankers and further more some torpedo boats and colliers and floating workshops.
