Chinese navy did not act against Japanese transports hardly according to the Dutch magazine Marineblad dated 1938 no. 6

An item referred to the magazine Proc. dated July 1938 which reported that when the war between China and Japan started the Chinese navy numbered several cruisers and destroyers which could have caused large problems for the Japanese transports.(1) However while they never left their bases had they not been of any value. Since then destroyed Japanese aircraft all of the modern Chinese warships namely the 3.500 tons Ping Hai and Ning Hai, the 1.500 ton Yat Sen and the older cruisers Ying Swei, Choa Hoi and the Hai Chi. Added to this item was the comment that the Yat Sen and Ning Hai were salvaged by the Japanese forces.
