Russian naval program still not completed according to the Dutch magazine Marineblad 1915-1916 no. 2

An item reported that the Russian minister of navy that year would come with the program for a further strengthening of the fleet. New building of ships was not begun before 1915. The budget for the next five years would be comparable with the budget for the last five years.
