An item reported that the Norwegian naval budget for 1915 was estimated to be 10.500.000 francs. This budget inluded the first term for a minelayer, the purchase of 2 planes, 757.000 francs to start the building of submarines and a money for converting the arsenal of Horten making suitable for building submarines.
