The German magazine Militär Wochenblatt reported that a new American naval shipbuilding program for the first coming 15 year was approved with a total budget of 1.000.000.000 dollars. In 1932 were to be built a 10,000 tons cruiser, 2 mother plane ships, 6 submarines, a so-called fly deck cruiser and the carrier Ranger was to be completed. Totaal budget 129.385.000 dollar. Due to economy considerations was the budget for 1932/1933 reduced from 401.000.000 tot 360.000.000 dollar and were instead of the 11 allowed torpedo boats just five to be built in 1932.
