The Japanese naval shipbuilding program according to the Dutch newspaper Het Vaderland: staat- en letterkundig nieuwsblad morning edition dated 28 December 1933

The newest Japanese naval shipbuilding program provided in the building of two cruisers, two aircraft carriers. 14 destroyers and four submarines, all to be completed in 1937-1938. There were also to be built several auxiliary ships including 3 oil tankers, a repair ship, 4 submarine chasers, 1 minelayer and 16 small torpedo boats for which the London Naval Treaty had no limits. There were also some elder units to be rebuilt. The naval budget for 1934-1935 of 487.000.000 yen for the regular expenses was approved as was the budget for renewal 1937-1938 of another 431.000.000 yen. The Japanese navy had asked 680.000.000 yen  respectively 670.000.000 yen.
