The Norwegian naval shipbuilding program according to the Dutch newspaper Rotterdamsch Nieuwsblad dated 29 April 1911

The Sorting (Norwegian parliament) accepted the proposal to supply a credit of 500,000 crones as first payment for a  third destroyer, of 2,400,000 crones for completion of the second torpedo boat and the laying down of the keels of a third and fourth submarine, of 200,000 crones for guns and 100,000 crones for mine equipment. With 78 votes against and 43 votes fore was the credit of 1,000,00 for the laying down of the keel for a fifth ironclad refused.
