The
new Spanish minister of navy developed a plan to reorganise the Spanish navy.
This plan included to form a squadron consisting of 7 warships and 4 torpedo
boats based at the Philippines. Another Dutch newspaper Vlissingse Courant
dated 26 February confirmed this news item.
