German naval civil service reorganized and emperor became supreme commander of the navy according to the Dutch newspaper De Tijd dated 17 March 1899

An item referred to the official magazine of the German department of navy that except for the all over reorganisation of the civil service the emperor (1) decided that from then on would be the supreme commander of the navy and the army.
