US Government refused to accept submarines L 1-4 according to the Dutch magazine Marineblad dated 1915-1916 no. 6

An item reported that the US government still did not accept the delivery of the submarines L 1-4 built by the Electric Boat Company mainly while the machinery did not meet the contract conditions. The submarines had to be completed between 1 December 1914 and 1 March 1915.
