Japan wanted to built 2 battleships and 2 battle cruisers according to the Dutch magazine Marineblad dated 1904-1905 no. 10

An item referred to the magazine Le Yacht dated 4 February 1905 reporting that in Japan a new naval shipbuilding program was being prepared. It was to be realized in Japan and consisted of 1-19.000 ton battleship with a speed of 18,35 miles and an armament of 4-30,5cm guns, 12-25,4cm guns and 12-12cm guns and 2-12.000 ton armoured cruisers with an armament of 30,5cm guns and 6-25,4cm guns. The 15,2cm guns which was popular in the British and Japanese navies and especially also the German navy seemed not to be used anymore while being not powerful enough.
