An item referred to the Proceedings dated August 1935 reporting that if the battleships moratorium was not lengthened the Japanese navy intended to start in 1937 with the building of battleships with the same size and armament as the American battleships. As soon as the Naval Treaties were outdated was yearly the building of 50.000 tons of cruisers, submarines and so on to be started. The budget 1935-1936 included a post of 42 million yen for modernizing the battleships and cruisers, 8 million yen for increasing the oil reserves and 17 million for the air force.(1)
