Russian cabinet ordered building in Germany of two torpedo cruisers similar to the Kazarsky according to the Dutch magazine Marineblad dated 1891-1892 no.

An item referred to the Mittheilungen aus dem Gebiete des Seewesens reporting that as a results of the excellent results with the Russian torpedo cruiser Lieutenant Kazarsky during her voyage from Elbing, Germany towards Sevastopol decided the Russian government to order two similar cruisers from the firm Schichau. Again was the minimum contracted speed 21 miles full load with fully filled coal bunkers (at least 90 tons).(1)

1. The mine cruiser also called torpedo gunboat Kazarsky laid down at Schichau, Elbing on 19 August 1889, commissioned in 1890 and broken up in 1927.In 1891 were the Voevoda and Posadnik laid down at Schichau, in 1918 taken over by Finland and renamed Klas Horn respectively Matti Kirki.
