American cabinet asked Congress for approval of large shipbuilding program according to the Dutch newspaper Tilburgsche Courant dated 8 November 1900

An item reported that the American cabinet intended to sent a comprehensive shipbuilding program to the Congress. It included the building of 3-15.000 ton battleships, 2-15.000 tons armoured cruisers, 6-2.000 tons gunboats for service in the Philippines and possible in the Chinese waters and so on, except none torpedo boats. The navy expected no serious protest of the Congress against the program.
