British First Lord of the Admiralty stated that destroyers were replaced by cruisers and submarines according to the Dutch magazine Marineblad dated 1913-1914 no. 5

An item reported that the First Lord of the Admiralty Sir Winston Churchill (1) in the Parliament stated during the new fleet program discussions that the days of the destroyers were nearly ending and that small cruisers and ocean going submarines would replace them. He wished that the shipyards specialised in building submarines would anticipate in this new development.
