France reorganised submarine and destroyer service according to the Dutch magazine Marineblad dated 1913-1914 no. 9

An item reported the new organisation per 1 January 1914 of the French destroyer and submarine flotillas. The submarines and destroyers were to be divided over the 4 stations Calais (6 submarines, 2 destroyers), Cherbourg 12 submarines and 3 destroyers), Bizerte, Tunisia 9 submarines and 2 destroyers) and Toulon (7 submarines and 2 destroyers). The destroyers had a displacement of 300 tons and were built between 1899-1904.
