An item referred to the Moniteur de la Flotte dated 20 November 1920 which magazine supported the request for fast relative small battleships with a minimum number of heavy guns needed for an efficient gunfire. Smaller battleships were more controllable, a smaller target for torpedoes and gunfire and cheaper than the latest giant battleships.
