Soviet fleet increased with new flotilla leaders according to the Dutch magazine Marineblad dated 1938 no. 5

An item referred to the magazine Schiffbau dated 15 March 1938reporting that the Soviet 2,000 tons flotilla leaders Leningrad, Minsk and Charkow were launched at Leningrad between 1935-1936 and probably all three commissioned. On 21 November 1937 was at the Oderi-Terni Orlando shipyard, Livorno, Italy the Tashkent (1) launched. She was laid down on 14 January 1937. Strangely was she flying the Italian flag during the launching without the presence of a Soviet representative and baptized by a Catholic priest. She was at that moment seized while the Soviet Union still had to pay 2 million guilders. On 9 May was before a court at Milan an agreement to be signed, if not was she to be added to the Italian navy.
