An item reported that the German budget for 1909 amounted around 400 million mark of which 144 million annual expenses, 140 million for new building (divided over 25 different posts), around 4,5 million for repairs and building and 79 million for artillery, torpedoes and mines. By law was the fleet to number 38 battleships, 20 large and 37 small cruisers.
