No Turkish merchant shipping in foreign waters allowed according to the Dutch newspaper Rotterdamsch nieuwsblad dated 8 June 1942

An item reported that the Turkish cabinet ordered that all Turkish ships below the 300 tons were not allowed to enter foreign waters. Earlier was a similar decision made for Turkish above 300 ton. Reason for this policy seemed to be that Soviet ships again sunk Turkish ships on the Black Sea
