Reorganization of Russian navy according to the magazine Mitteilungen aus dem Gebiete des Seewesens dated 1911 No. 9

An item reported that the new Russian navy minister admiral Grigorovic (1) successor of admiral Vojevodski (2) stated to reorganize the naval organisation including more decentralization.(3) For both seas were supreme commands to be appointed responsible for all personnel and material in his area.
