British Royal Navy wanted her own liaison officer in the USA according to the British War Cabinet meeting of 11 June 1917

In the British War Cabinet meeting of 11 June 1917 reported the First Sea Lord (1) that the British Admiralty lacked an own representative in the USA and proposed to appoint a liaison officer. In the meantime he asked the American admiral Sims (2) to sent an American naval officer for liaison duties regarded the convoys. The British army had also none own representative.

John Rushworth Jellicoe, 1st Earl Jellicoe (5 December Southampton, England 1859-Kensington London, England 20 November 1935), served in the Royal Navy between 1872-1919 ending his career in the rank of Admiral of the Fleet, First Sea Lord between 30 November 1916 and 10 January 1918 and commanded the Grand Fleet at the Battle of Jutland in May 1916. Governor-General of New Zealand 27 September 1920-12 December 1924.

2. William Sowden Sims ( Port Hope, Ontario, Canada 15 October 1858-Boston, Massachusetts, USA 28 September 1936), served in the United States Navy between 1880-1922 and supreme commander of the US Naval forces in European Waters during the First World War.
